On Tuesday, July 31, 2024, Human Rights Watch released a report titled “Turkey Backs Syrian Factions Accused of Serious Crimes,” in response to meetings held by Mohammed al-Jassim (known as Abu Amsha) and Saif Bolad with Turkish figures.
The report commented on photos published on July 17, 2024, showing meetings between Mohammed al-Jassim, leader of the Sultan Suleiman Shah Brigade, and Saif Bolad, leader of the Hamzat Brigade, with Devlet Bahçeli, leader of the Nationalist Movement Party, and mafia leader Alaattin Çakıcı. “The images starkly remind us of Turkey’s failure to curb abuses committed by the groups it supports,” the report stated.
The report highlighted that both al-Jassim and Bolad, along with their respective militias, are under US sanctions. It recalled that al-Jassim was investigated in December 2021 for his role in crimes against civilians, including threats, intimidation, assault, and robbery.
The report pointed out that al-Jassim and Bolad continue to lead their factions without restraint, much like others accused of violations. The areas under their control in northern Syria remain lawless and unsafe.
The report attributed this to Turkey’s longstanding promotion of impunity in the territories it occupies in northern Syria. It referenced a February 2024 Human Rights Watch report documenting atrocities committed by various factions of the Syrian National Army, including the Hamzat and Sultan Suleiman Shah Brigades. These crimes include kidnapping, unlawful detention (including of children), sexual violence, and torture, as well as widespread looting, plundering, and property seizures, with no accountability to halt these violations or compensate the victims.
The report added, “Media images like these demonstrate that Turkey not only fails to address these violations but also celebrates and encourages those responsible. Bahçeli’s public association with the faction leaders undermines efforts to hold them accountable, suggesting official approval or tolerance of their actions.”
The report emphasized that the apparent warm reception of al-Jassim and Bolad in Turkey starkly contrasts with Turkey’s responsibilities as an occupying power. It shows a blatant disregard for accountability, justice, and the future stability of the region.
