After difficult discussions that lasted about 3 months; On Wednesday, Syrian Kurdish parties in northeastern Syria announced a “road map” that includes in its first stage a political reference formation from two frameworks: the Democratic Society Movement and the Syrian Democratic Union Party, on the one hand; And the opposition «Kurdish National Council» on the other hand, and from parties outside the two frameworks, provided that the ratio of each party is 40% and 20% for the rest of the parties and independent personalities.
In order to form a joint committee to put in place the mechanisms for joining the parties of the “National Council” to “self-administration” in the second stage, and to reformulate the social contract and management documents in line with current developments with the aim of achieving a real partnership for these entities with the administrative bodies, and unifying them politically and administratively, and working towards documenting the representation of various other components, establishing a joint committee to integrate the military forces in its third phase, and rejecting the presence of more than one military force in the Kurdish areas.
France and the United States of America sponsored the agreement through its envoy to Syria, Ambassador William Robak, who participated in all the meetings. General Mazloum Abdi, the Commander-in-Chief of the “Syrian Democratic Forces” wrote in a tweet on his Twitter page: “We are proud of the joint work of the Kurdish Council and Kurdish unity parties, and that their work to reach an initial agreement is a source of joy, we hope that this agreement will culminate in this agreement.” With a new agreement to guarantee the legitimate interests and rights of our people. ”
The Kurdish parties participating in the talks said in a statement that they reached a common “binding” political vision aimed at reaching initial understandings, “on governance and partnership in administration, protection and defense as a basis for continuing the dialogue, and the ongoing negotiations between the two delegations aim to reach a comprehensive agreement in the near future.”
The two delegations stressed the importance of Kurdish cooperation and unity in Syria. They welcomed the achievement as “an important historical step towards greater understanding and practical cooperation benefiting the Kurdish people and all components of Syria” and the statement added: “These understandings constitute an important first step that was reached under the auspices and assistance of the American envoy William Rubak and the leader Mazlum Abdi.”
For his part, Suleiman Osu, a member of the Presidency of the Kurdish Council, indicated that the challenges are great and the phase is sensitive, and he called on all parties to speed up reaching a comprehensive agreement that “satisfies our people first, and reassures all Syrians secondly; Because the unity of the Kurdish class will serve all Syrians, and will also contribute thirdly to the unity of the position of the opposition and the political process in Geneva, in accordance with international decisions to solve the Syrian crisis.
In his turn, Aldar Khalil, a member of the Presidency of the Democratic Union Party, affirmed that “after a series of meetings and dialogues, and in the national interest of our people; I thank all those who contributed to overcoming some outstanding issues between the Kurdish Council and the Kurdish Unity Parties. He pointed out that the initial achievement and understanding is an important starting point and a great support factor; In order to achieve the unity of the Kurdish class, and we hope that the next stage will be a stage of historical developments that will serve our people and its democratic aspirations. ”
