The Turkish bombing came in conjunction with the desire of the Turkish occupation to control the region, where Erdogan and his Russian counterpart, Vladimir Putin, had reached, in the twenty-third of October / October 2019, an agreement regarding putting an end to the “Spring of Peace” invasion launched by Ankara against the Syrian Democratic Forces , In northern Syria.
Accordingly, it was agreed to deploy the Russian military police and Syrian border guards on the Syrian side of the Syrian-Turkish border, outside the Battle of the “Spring of Peace”, and to facilitate the exit of the Syrian Democratic fighters and their weapons to a depth of 30 km from the Syrian-Turkish border, within 150 hours.
The agreement also stipulated at that time that the YPG fighters and their weapons should be removed from Manbej and Tal Rifaat, which was not clear in its features whether the alternative to the YPG withdrawal was to deploy the regime forces on their own, or they would deploy alongside the Russian soldiers, in addition to other vague details.
